CONSTRUCTION ISSUES RELATED WITH THE MECHANICAL COMPLETION

Priority in Transferring Constructed Facilities

To ensure smooth start-up and commissioning, a priority sequence of completed facilities should

be established. The construction plans should reflect the sequence in which the utilities, offsites

and process units will be completed and transferred to Saudi Aramco's Operations Department.

As the project nears completion in the field, the construction management approach to the field

execution also goes through distinct changes. The construction effort gets more focused on

completing the "process systems" rather than physical work areas. This ensures that the

operations can commission the facilities from a "Systems Approach" as per their start-up plans.

A detailed Systems Completion Schedule is developed, which shows the sequence in which the

systems will be completed and transferred to the operations department. The punch list or

exception lists of incomplete construction items is developed for each system. The construction

effort is directed to complete these incomplete items prior to transfer of the process systems to

the operations.

This proper "system turnover sequence" facilitates the efficient start-up of the facilities. For

example, an early turnover of a process unit will not serve the company's start-up effort if the

control room and electrical facilities are not completed and commissioned on time.

Below is an example of the preferred turnover sequence for the utilities/off-site facilities in order

to best support the start-up of process units.
